Development and Prospect of Center for Legal Information of ECUPL

With a Ph.D. in International economic law, Mr., He Xiaoyong is a Professor and Ph.D. Supervisor at ECUPL. Receiving his LLM in International Development Law and Human Rights from University of Warwick, he is also a visiting professor of School of Law at University of San Francisco. As a librarian and director of Center for Legal Information of ECUPL, he is also the Executive Deputy-Dean of ECUPL Institute of Free Trade Zone Law. Titled with “Outstanding Young Teacher in Shanghai”, he was selected for Shanghai Shu Guang Program and “Research Group on Financial Security and Legal System Building” of Central Committee of C.P.C.

Prof. He Xiaoyong holds a number of concurrent posts, including Expert of Advisory Committee for Shanghai Municipal 13th Five-Year Plan; Vice President of Society of China (Shanghai) Free Trade Zone Law, Executive Director of Chinese Society of International Economic Law, Vice President of Shanghai Society for World Trade Organization Law Studies, Director of China Society for World Trade Organization Studies; Arbitrator of China International Economic and Trade Arbitration Commission, Arbitrator of Shanghai Arbitration Commission, Arbitrator of Shanghai International Economic and Trade Arbitration Commission; side-bar lawyer.

Prof. He Xiaoyong’s research interests mainly lie in international trade law (including WTO laws) and international finance law. He has published more than 80 academic papers in China Legal Science, Law Review, Modern Law Science, Law Science, Journal of Comparative Law, Intertrade and other core journals. In addition, he has authored six monographs in the Law Press, the Peking University Press and other publishing houses He is also the chief editor or editor for 4 textbooks. 



Center for Legal Information of East China University of Political Science and Law (ECUPL) was established in December, 2016. Adhering to the concepts of digital, professional, convenient and collaborative service as well as opening and sharing, and drawing on the rich resources of Chinese and foreign legal literature and experience of subject service of ECUPL, the Center aims to provide a full range of reliable multi-module service through integrating and mining legal literature resources. This speech is going to introduce the five major requirements the Center is aimed meet and seven major modules to create.

The five major requirements the Center intends to meet include: the demands of legal information of the Belt and Road Initiative, reconstruction of international economic and trade rules, Shanghai Pilot Free Trade Zone, the strategy of comprehensive law-based governance of China and Sino-US legal information exchange. Seven major modules the Center intends to develop include (1) building a "cloud resource" aggregation platform for legal information with adherence to the legal characteristics of its collection and classified management of various resources;(2) building a unified platform for legal information resources so as to expand the social services; (3) developing a knowledge navigation and sharing platform for legal subjects resources to meet the needs of disciplinary research and practice of law; (4) building an institutional knowledge base integrating knowledge management and information service to serve teaching and scientific research; (5) exploring how to compile “legal thesaurus ” and to develop a digital network version and an automatic indexing system of legal thesaurus; (6) setting up special databases; (7) building a collaborative innovation mechanism and cooperating with government agencies and practical departments.
