The Fifth Chinese and American Forum on Legal Information and Law Libraries Came to a Successful End

The fifth Chinese and American Forum on Legal Information and Law Libraries was held in Hangzhou on June 1st , 2017, the theme of the forum is  Reimagining Law Libraries --- Co-creation, Sharing and Win-win”. The forum was hosted by Zhejiang University and CAFLL Executive Board, organized by Zhejiang University Guanghua Law School and co-organized by the Law Library and Information Research Institute of Beijing Law Society. This forum attracted over 60 domestic representatives from famous Chinese law schools, including Zhejiang University, Tsinghua University, Peking University, Renmin University of China, China University of Political Science and Law, East China University of Political Science and Law, and Chinese Academy of Social Sciences; as well as 24 foreign representatives from famous universities such as Yale University, Boston University, Cornell University, University of Washington, Boston College, University of Illinois, Hamburg university, and University of London. The representatives gathered at the forum and discussed the future development of the legal information and law libraries.

The opening ceremony was held in the morning of June 1 and was hosted by Prof. Zhu Xinli, the Dean of Zhejiang University Guanghua Law School, and Prof. James Duggan, the Co-Chair of CAFLL Executive Board. Prof. Luo Weidong, the Vice-president of Zhejiang University and Prof. Ronald Wheeler, the President of AALL (American Association of Law Libraries) and also the Associate Professor of Boston University School of Law made the felicitation speech. Prof. Lin Yanping, Vice-president of East China University of Political Science and Law, Prof. Joan Howland, the Associate Dean of University of Minnesota Law School, and Prof. Zhao Jun, the Vice Dean of Zhejiang University Guanghua Law School, delivered keynote speeches. The opening ceremony set a relaxing but heated tone for the following discussion. In the upcoming agenda, the experts and scholars made wonderful speeches and meaningful discussions around different key issues from both theoretic and practical perspectives.

This forum included eight sub-topics, which are “  Integrating Legal Research Courses into the Law School Curriculum:Successful Stories, “Innovative Roles of Legal Libraries under Their Parent Organizations or the Communities”, “Collaboration and Coordination between  Academic Legal Libraries and University Library System”, “The Role of Law Library Organizations and Alliances”, “Enhancing a Law Library’s Value through Faculty Services Programs: Current Models and New Trends”, “From Old to New: Designing the 21st Century Law Library”, “Partnerships with Vendors on Reporting & Utilizing E-Resources Usage Statistics” and “ Big Data, Law libraries and Public Libraries Legal Service – How Big Data Improves the Abilities of Library Service, Information Research, and Decision-making ”. These topics covered the problems in operation of legal libraries and legal research, as well as the prospective studies about innovation and service concepts under the background of Big Data. All of these topics had great theoretic and practical significance.

Discussions on the first day focused on the status quo and prospects of legal information research and law libraries, including the successful cases of sharing legal research courses, the collaboration mechanism and the services of law libraries, and the role transformation and value enhancement of law libraries. Chinese and foreign experts and scholars introduced their own practical experiences about the design and operation of law libraries, such as the effective use of new media platforms of Xiamen University, the co-construction and sharing mechanism between law library and main library of Zhejiang University, and the transformation of the Law School Library of University of Minnesota. In the next day, the discussions concentrated on the use and management of legal information resources, including the database statistics and its utility in academic law libraries, how the library use the existing technology to provide legal information services in Big Data era and so on.

The closing ceremony of the forum was hosted by Prof. Zhu Xinli , the Dean of Zhejiang University Guanghua Law School.Prof. Shi Jianzhong, the Vice President of China University of Political Science and Law, and Mr. Luo Wei, the Co-Chair of 2017 CAFLL Executive Board, delivered their closing speeches respectively. Professor Shi expressed his affirmation on the influence of this forum, and sincere thanks to, organizers, sponsors and co-organizers of this forum. He pointed out that the value and mission of library is to provide better legal services in the new era for academic progress and talent cultivation, and the Chinese and American Forum on Legal Information and Law Libraries is a high-quality platform to promote the exchange of experience between China and foreign countries. Chairman Luo represented the invited American guests expressed sincere gratitude to Chinese organizers, co-organizers, the publishers and forum staffs, affirmed the significance of this forum, and announced that 2019 Chinese and American Forum on Legal Information and Law Libraries will be held in Washington D.C. .Finally, Prof. Dean Zhu highly appreciated the importance of this forum in reform of legal information and book service in future, and announced the fifth Chinese and American Forum on Legal Information and Law Libraries ended successfully.

The two-day fifth Chinese and American Forum on Legal Information and Law Libraries came to a successful end in a friendly and enthusiastic atmosphere. The Chinese and American Forum on Legal Information and Law Libraries is held every two years, this platform is designed for the purpose of advancing the acquisition and communication of legal information and library research information, promoting the global understanding of the legal information management, and accelerating the construction of rule of law through this forum.
